U.S.–Mexico Pet Documents 2026: Dog, Cat and Return Rules

Separate the U.S.-to-Mexico dog inspection certificate, cat entry rules and Mexico-to-U.S. dog return requirements.

U.S. to Mexico with a dog

Effective August 3, 2026, Mexico requires the NWS Inspection Certificate for Pet Dogs Moving from the United States to Mexico. A USDA-accredited veterinarian signs it and must issue it no more than five days before entry. The veterinarian issues it directly; it does not require APHIS endorsement.

U.S. to Mexico with a cat

APHIS states that pet cats do not need a health certificate or NWS inspection document to enter Mexico. Cats are inspected by SENASICA on arrival. Do not add a cat to the dog or bird form because doing so invalidates that form.

Mexico to the United States with a dog

The return is a separate pathway. APHIS requires screwworm-freedom certification for a dog coming from Mexico, and CDC separately controls dog-entry requirements including the CDC Dog Import Form and any pathway documents based on six-month country history and vaccination status.

Prepare the carrier for Mexican inspection

APHIS warns that a dirty carrier or disposable bedding, toys or excess food may be removed and destroyed during inspection. Only the portion of balanced food intended for the day of arrival is permitted.

Government rules and airline requests are separate

An airline may request documents beyond what Mexico requires for border entry, including on a domestic segment after a land crossing. Ask the operating airline to identify its own rule in writing; do not present an airline request as a Mexican government requirement.

Frequently asked questions

Does the Mexico dog screwworm certificate need APHIS endorsement?

No. APHIS says the U.S.-to-Mexico dog NWS inspection certificate is issued directly by the USDA-accredited veterinarian and does not require APHIS endorsement.

How early can the Mexico dog certificate be issued?

It must be issued no more than five days before entry into Mexico.

Does a cat need a health certificate to enter Mexico from the U.S.?

APHIS says a pet cat does not need a health certificate or NWS inspection document for Mexican entry, although an airline may impose its own documentation rules.

Is the Mexico entry certificate enough to bring my dog back to the U.S.?

No. The return involves separate APHIS screwworm-freedom certification and CDC dog-entry requirements.
